   The big Annual Meeting on March 25 at 2:00 PM at the Beverly Hills Recreation Center. Do make an effort to attend as there are many important items to vote on such as some upgrading of the Deed Restrictions along with the election of three board members. NOMINATIONS CAN BE MADE FROM THE FLOOR! Be sure to get your nominees permission before hand. There is also one more BOD meeting on Thursday, March 11 at 2:00 PM at the Rec building. See the notices page for the adgendas of both these meetings.

Message From The President

  A couple of weeks ago all of the Board of Directors and Deed Restrictions (DR) Changes Committee and other volunteers hand delivered a very large percentage of the Annual Meeting packages. They were hand carried to save many hundreds of dollars in postage.

The hope is that every resident will take the time to go through the DR package marked up with deletions and additions and become familiar with the modifications. Anyone with any questions is invited to attend one or more of the four sessions set up by the DR Committee at our Recreation Building during this month. The schedule for these sessions is contained in your Annual Meeting package. If any questions exist for a resident after these sessions, LRCA’s attorney, Denise Lyn, will be at the Annual Meeting to answer questions. This will be strictly for questions and answers, not for expressing one’s views for or against anything in particular.

During the review of the DR changes package by a resident, a question was asked by the resident about ARTICLE VIII, Section 7,Right to Inspect on page 18 of the package. The resident thought that the proposed change to that paragraph would now allow members of the NCC (New Construction Committee) and MC (Modification Committee) to come on the resident’s property as desired to check for DR violations. What the resident did not realize was that the Right to Inspect has been contained in the DR’s since 1992 and that every resident who purchased property in Laurel Ridge (a Deed Restricted Community) signed a document that they would conform with the contents of the DR’s.

The details of the original first sentence versus the proposed sentence of Section 7 are as follows:
ORIGINAL-“There is specifically reserved unto the NCC and MC the right of entry and inspection upon any Lot for the purpose of determination by the NCC or MC whether there exists any construction or any improvements which violate the terms of any approval by the NCC or MC or the terms of this Declaration or of any other covenants, conditions and restrictions referenced.”
PROPOSED CHANGE- “The Association reserves the right to enter in and to inspect any Lot to determine whether there exist any violations or unapproved changes, which violate the terms of this Declaration.”
Note- “Association” in the above paragraph means the Board of Directors and duly authorized and appointed committee members, that is NCC and MC.

It can be seen that a comparison of the ORIGINAL first sentence versus the PROPOSED CHANGE first sentence shows that they both contain the “right to enter and inspect” clause and that the only significant change is NCC and MC to Association.

Please review the Annual Meeting package and plan to come to the meeting or fill out a Proxy if you can’t make the meeting. Don’t forget to bring your ballot and ballot envelope to the meeting.

Village Services EXPO -

 There was an EXPO sponsored by Village Services, our management company. Present from left was Gail Kostelnick, From a village in Crystal River, Carol Turnquist, Babara Lange, Bryna Johnson and taking the photo, Jack Husler, They had 19 vendors ther with all sorts of services such as painting, concrete work, lawn services etc. Drawing were held and prizes won by three of your reps, Bryna Johnson, Carol Turnquist and Jack Husler. It was a very informative evening.

The speaker will be Donna Murray who writes for the "Family Chronicle" magazine and hosts a web site with tips for researchers at www.therootdetective.com. Her topic wil be "Follow the Money to Prove Relationships".

The Pasta Fest was held at Twisted Oaks because of the weather. Here is John Pinto serving up the pasta! A good time was had by all. See  "Community Photos" for more photos.

The Hungry Rabbit - By Bunny Bucci

Massachusetts winters call for soup and stews, and because we are as cold as our friends up North, try some homemade soup's and stew's.

This recipe is definitely comfort food.

Quick Chicken Stew

2 tbls. olive oil
1 lb. skinless, boneless chicken breasts halves-cut into bite size pieces
2 cloves garlic
1 medium-chopped
1 medium carrot, thinly sliced
1 medium zucchini, cut into 1/2 in. pieces
1 medium red bell pepper, cut into 12 inch pieces
2 (14.5 ounce) cans diced tomatoes with juice
1/2 tsp. red pepper flakes (optional)
1/2 dried basil
1 bay leaf
2 Tbls. butter
salt & pepper to taste

Heat the olive oil in large skillet over medium-high heat
Stir in chicken and cook about 1 minute
Mix garlic and onion; cook until tender. Stir in carrot, zucchini, and red bell pepper.
Pour in tomatoes with juice. Season with red pepper flakes, basil & bay leaf & continue cooking 10 minutes, until veggies are tender & chicken juices run clear. Stir in butter until melted, & season with salt & pepper just before serving.
Serves 4 -- Ready in 30 minutes.

This hearty pasta & bean soup features cheese-stuffed Tortellini, zucchini, tomatoes and other veggies simmered in Chicken Broth

Italian Tortellini soup

4 carrots, sliced
1 large onion, chopped
2 stalks celery, sliced
3 cloves garlic, minced
4 cups Chicken Broth (regular or organic) or make your homemade broth with a chicken from the deli
2 medium zucchini, sliced
4 plum tomatoes, sliced
1 1/2 cups frozen cheese filled tortellini
1 (15 oz.) can cannelloni beans--rinsed & drained
Grated Parmesan Cheese

Place the carrots, onion, celery, garlic and 2 cups of the broth in a 6 qt. sauce pot.
Heat to a boil. Reduce the heat to low. Cover and cook for 10 minutes or until the onion is tender.
Add the remaining broth, zucchini, tomatoes, tortellini and beans. Heat to a boil.
Reduce the heat to low. Cover and cook for 15 minutes or until the tortellini is tender. ( I cook my pasta separate in another pot and add it when it is cooked)
Serve with Parmesan cheese

HOME GARDEN AND LANDSCAPE TIPS (MARCH 2010)
LAWNS: Fertilize with 6 lbs of 15-2-15 (preferred) or 16-4-8 slow release fertilizer per 1000 sq ft on mid March .

Do not rake heavily if pre-emergent weed control was applied in Jan/Feb . The raking will disrupt the herbicide in the soil and render it ineffective . Keep your lawn height no shorter than 3 � to 4 inches when it comes completely out of dormancy . Please place the fertilizer into the lawn so as to be able to water on your scheduled day so as to save water and not violate the water restrictions .

AZALEAS AND OTHER SPRING BLOOMING PLANTS : Prune and fertilize after blooming is finished . Use fertilizer specifically made for Azaleas . Renew mulch if necessary . Lace bugs and black spot are common problems with Azaleas . At the first sign of either , apply orthenex as per the label instructions .

NON-FLOWERING SHRUBS : Prune and fertilize with 6-6-6 all purpose fertilizer .

ROSES : The soil should be free of lime rock , well drained and high in organic matter . Roses bloom best in the full sun although some varieties may do well in partial sun . Water using drip irrigation if possible . Overhead irrigation will cause black spot on the leaves and could cause the buds to drop . Fertilize with 12-4-8 , 16-4-8 or 15-2-15 after every major bloom through October . Heavy fertilization should be done in February or early March .

Miscellaneous: Now is the time to remulch your landscape . Mulch is beneficial to all landscape plants except citrus trees . Do not allow the mulch for your roses to touch the trunks that are coming out of the ground . Fertilize apples , peaches , pears , grapes , blueberries and citrus now .

SEEDS TO PLANT: ageratum , sweet alyssum , china aster , balsam , blue lace-flower , celosia , chrysanthemum , cosoms , gaillardia , marigold and zinna .

BULBS TO PLANT: caladium , dahlia , eucharis , gloriosa , haemanthus , irus(native) , tuberose and zephyranthes .

WATER CONSERVATION JAN 2010 BEVERLY HILLS

Our usage in January 2010 was 103.82 GPD per Person versus 127.69 GPD per person for January of 2009 .This represents a 19% decrease in 2010 versus 2009 in January. The rainfall for January of 2010 was 4.86 inches which is about twice the rain fall in January of 2009 . your awareness to water conservation is a tribute to our conservation . Our grass will becoming out of dormancy and will need � of inch of water every 7 to 10 days . We can conserve water by leaving off our sprinklers and turning them on only when they are needed .We are now to be restricted to once a week watering by SSWFWMD . This is the right thing to do for water conservation , since we are in a critical water shortage now. There are several things we can do to meet this goal . They are as follows:


1) Clean out and adjust our sprinkler heads so that they can efficiently distribute

water to our lawns .

2) Keep the height of our lawn to about 4 inches . This will encourage deep roots

and make the lawn more draught tolerant .


3) Have someone monitor our sprinkler system when we are away from our homes for an extended period of time .


4) Do not water during daylight hours because this is the time for the most evaporation when watering .


5) Check your homes for water leaks . The most prevalent causes of leaks in the home are toilet flapper valves and dripping faucets . Please check your meters during a time when you are not using water . This can be done by reading the meter initially then reread the meter about 2 hours later to see if you get a water usage reading you have a leak . Then locate the leak and fix it or have a professional do it .

SWFWMD has issued once a week watering restrictions for Citrus County and 15 other Counties under their jurisdiction . The order SWF 07-02 was passed by Executive Director David L. Moore on January 9, 2007. These restrictions are effective until further notice . If there are any questions about the water restrictions you may contact a personal assistant on 1-800-848-0499 and push #7 .

Here are the water restrictions for irrigation :

You may water once a week � inch of water as follows:

1) Addresses ending in 0 and 1 may irrigate on Monday .

2) Addresses ending in 2 and 3 may irrigate on Tuesday .

3) Addresses ending in 4 and 5 may irrigate on Wednesday .

4) Addresses ending in 6 and 7 may irrigate on Thursday .

5) Addresses 8 , 9 and locations without a discernible address may irrigate on Friday .

Areas with no designated address and special arrangements with SWFWMD should check with SWFWMD to determine if their schedule is maintained the same .

6) You may wash cars with a shut off nozzle once a week . Even number addresses may wash the car on Tuesday or Saturday . Odd number addresses may wash the car on Wednesday or Sunday .

7) People can hand water their gardens and flower beds but not their lawns .

8) You may use low volume irrigation to water non-lawn areas on other days of the week .

9) New plant material and new sod may be irrigated during a 60 day establishment period once a day.

10) The watering hours for properties under 2 Acres in size may water after 6 p.m. and before 8 a.m. .

10) The watering hours for properties 2 Acres or over may water after 4 p.m. and before

10 a.m. .





Also when ever you are putting down fertilizer , herbicide or pest control chemicals please either put them down or have your lawn service put them down the day prior to your sprinklers normally going on for irrigation . Remember water conservation is everybody's duty and concern . Thank you for your cooperation in this effort to save our water .
